They will be conducted In strict adherence to the prescribed Ritual of the Marine Corps League. Delegates are expected to be in attendance well in advance of the beginning of each session, so as to preclude any delay(s), or interruption(s) of the session. </B></div> <div> <B><IMG BORDER="0" SRC="Symb075c00b700dc00000000.png" HEIGHT="15" WIDTH="24" ALIGN="bottom" HSPACE="0" VSPACE="0">The Bylaws and Administrative Procedures of the Marine Corps League and the Robert's' Rules of Order (revised) shall prevail at all times. </B></div> <div> <B><IMG BORDER="0" SRC="Symb075c00b700dc00000000.png" HEIGHT="15" WIDTH="24" ALIGN="bottom" HSPACE="0" VSPACE="0">Members of the Marine Corps League who are registered as delegates to the Convention, Department Officers, Past Department/Detachment Commandants shall have the right to speak in any discussion or debate of Convention. </B></div> <div> <B><IMG BORDER="0" SRC="Symb075c00b700dc00000000.png" HEIGHT="15" WIDTH="24" ALIGN="bottom" HSPACE="0" VSPACE="0">Should the "Chair" decide to admit any Visitor(s) to the Convention Hall for any Purpose, it shall first declare the session to be under the "Good of the League", After the visitor(s} purpose has been satisfied, the "Chair" shall then instruct the Sergeant At Arms or his/her Assistant to escort the Visitor(s) from the Hall and declare that the session is again "Open for the Transaction of Official Business", </B></div> <div> <B><IMG BORDER="0" SRC="Symb075c00b700dc00000000.png" HEIGHT="15" WIDTH="24" ALIGN="bottom" HSPACE="0" VSPACE="0">No delegate shall be permitted to speak more than twice on a question. A time limit of Three {3} minutes will be Imposed upon each speaker. , </B></div> <div> <B><IMG BORDER="0" SRC="Symb075c00b700dc00000000.png" HEIGHT="15" WIDTH="24" ALIGN="bottom" HSPACE="0" VSPACE="0">The "Chair" shall not accept a Motion for the Question, on any controversial issue until, in the opinion of the "Chair", a sufficient number of speakers, representing opposing views, have been recognized and offered the opportunity to express his/her views. </B></div> <div> <B><IMG BORDER="0" SRC="Symb075c00b700dc00000000.png" HEIGHT="15" WIDTH="24" ALIGN="bottom" HSPACE="0" VSPACE="0">Delegates desiring permission to enter or leave the Convention-Hall will do so by (1) presenting him/herself and (2) saluting the "Chair" . When the salute has been acknowledged and returned, such action will indicate the extension of such permission and the requester may enter or leave. </B></div> <div> <B><IMG BORDER="0" SRC="Symb075c00b700dc00000000.png" HEIGHT="15" WIDTH="24" ALIGN="bottom" HSPACE="0" VSPACE="0">In order to expedite Convention activities, The Department Commandant may, at his/her discretion appoint any member of the League (in good standing to occupy a position on the rostrum, with specific instruction to recognize and return the "Courtesy Salute" of those persons seeking entry to, or exit from the Convention Halt. </B></div> <div> <B><IMG BORDER="0" SRC="Symb075c00b700dc00000000.png" HEIGHT="15" WIDTH="24" ALIGN="bottom" HSPACE="0" VSPACE="0">The "Chair, no matter by whom occupied, shall always be addressed as "Sir Commandant". </B></div> <div> <B><IMG BORDER="0" SRC="Symb075c00b700dc00000000.png" HEIGHT="15" WIDTH="24" ALIGN="bottom" HSPACE="0" VSPACE="0">Each delegate shall be provided with an "Approved" Convention agenda so as to provide a constant awareness of the planned and scheduled Convention business. In addition, any change(s) to the Convention agenda will be advised to the body during the -Announcements" segment of the Business session(s) and further, will be published on the Convention Bulletin Board. </B></div> <div> <B><IMG BORDER="0" SRC="Symb075c00b700dc00000000.png" HEIGHT="15" WIDTH="24" ALIGN="bottom" HSPACE="0" VSPACE="0">Should a "Point of Order" be raised, the Department Judge Advocate shall render an "Opinion" on the "Point" raised to the "Chair". The "Chair" shall make a "Ruling on the Point"  </B></div> <div> <B><IMG BORDER="0" SRC="Symb075c00b700dc00000000.png" HEIGHT="15" WIDTH="24" ALIGN="bottom" HSPACE="0" VSPACE="0">During the “nomination of Officers” procedure" the Nominator of the Candidate for an office, wilt.be permitted not more than five (5) minutes of floor time for his/her nomination. Seconds to the nomination, will be permitted no more than one (1) minute. </B></div> <div> <B><IMG BORDER="0" SRC="Symb075c00b700dc00000000.png" HEIGHT="15" WIDTH="24" ALIGN="bottom" HSPACE="0" VSPACE="0">A request for a "Roll Call Vote" will require the concurrence of at least ten (10) registered and approved delegates. </B></div> <div> <B><IMG BORDER="0" SRC="Symb075c00b700dc00000000.png" HEIGHT="15" WIDTH="24" ALIGN="bottom" HSPACE="0" VSPACE="0">The "Chair" upon declaring a "Roll Call Vote" shall call a five (5) minute recess of the session to permit any Detachment to caucus on the question. . </B></div> <div> <B><IMG BORDER="0" SRC="Symb075c00b700dc00000000.png" HEIGHT="15" WIDTH="24" ALIGN="bottom" HSPACE="0" VSPACE="0">Prior to the Initiation of a "Roll Call Vote", the Chairperson of the, credentials Committee shall call the roll of Detachments In attendance, and announce the voting strength of each Detachment. Should a Detachment elect to "Pass during the procedure, the Roll of Detachments will continue until all have been called. Following the completed Roll Call, those Detachments which may have elected to "Pass", will once again be called. </B></div> <div> <B><IMG BORDER="0" SRC="Symb075c00b700dc00000000.png" HEIGHT="15" WIDTH="24" ALIGN="bottom" HSPACE="0" VSPACE="0">.A delegate, Department/Detachment Officer or Past Department/Detachment Commandant, requesting the “Floor”, will proceed to the nearest -Microphone" and upon recognition, Identify Him/Herself by stating his/her name, Detachment and whether he/she Is a delegate, Department/Detachment Officer, or Past Department/Detachment Commandant, prior to making his/her remarks. </B></div> <div> <B><IMG BORDER="0" SRC="Symb075c00b700dc00000000.png" HEIGHT="15" WIDTH="24" ALIGN="bottom" HSPACE="0" VSPACE="0">A two-thirds (2/3) vote of the delegates present Is required to "Waive any Convention Rule." </B></div> <bR> <bR> </td> </tr></table></body>
